โครงการเพื่อพัฒนาและยกระดับในเรื่องของการจัดสรรพื้นที่และการใช้ทรัพยากรให้เกิดประโยชน์โดยมุ่งเน้นในเรื่องของการเสริมสร้างรายได้และการแปรรูปขยะเหลือทิ้งในอำเภอบ้านแพ้วจังหวัดสมุทรสาครให้สามารถเกิดประโยชน์ได้อย่างหลากหลายนำไปสู่ในเรื่องของการสร้างเมืองที่มีคาร์บอนต่ำและลดภาวะในเรื่องของมลภาวะทางอากาศให้ลดลงโดยมีการส่งเสริมให้ประชาชนเกิดความรู้ความเข้าใจและการจัดการขยะจากกากมะพร้าวเหลือทิ้งให้สามารถแปรรูปเป็นผลผลิตต่างๆโดยการสร้างนวัตกรรมในการแปรรูปของเปลือกมะพร้าวและนำไปสู่ในเรื่องของการจัดการทรัพยากรสิ่งแวดล้อมที่เป็นมิตรและสร้างเมืองสีเขียวให้เกิดประโยชน์และการใช้ประโยชน์อย่างคุ้มค่าตลอดถึงการประยุกต์ใช้แนวโน้มของขยะให้สามารถนำมาใช้ใหม่ได้และนำไปสู่ในเรื่องของการสร้างสังคมแห่งความสุขและการสร้างสิ่งแวดล้อมที่มีความยั่งยืนและเป็นมิตรโดยรวม
